[IRCNews] Hendricks County Skywarn net frequency change

Effective March 24, 2012, the Skywarn repeater will change from the 147.015
to the 147.165 (+600 KHz, no tone).  Anyone that lives in Hendricks county
or finds themselves traveling in Hendricks county during a weather event
will need this information.  So, to confirm, the new Hendricks County
Skywarn repeater will be the 147.165 repeater effective March 24.
