[IRCNews] Date correction for Brazil Hamfest

Bill, K9YDO, noticed the Brazil, IN hamfest was listed on the wrong date in
QST.  The correct date for the Brazil hamfest is Saturday, March 14, 8:00 am
to 12:00 noon, at the Clay County 4-H Fairgrounds.
