[IRCNews] List migration complete

If everything has gone according to plan, we now have two separate email
lists for the Indianapolis Radio Club.  This list, "IRCNews" is a "broadcast
only" mail list that will be used for official communications from the
Indianapolis Radio Club, such as newsletter distribution, meeting
announcements,  silent key announcements, and other pertinent club related
communications.  This list is not a reflector.

Please excuse the two "welcome" messages to this list.  I inadvertently
uploaded the wrong list and had to delete it and then upload the proper
list.

I will send another message to the new reflector, so those of you that are
subscribed to that list also will receive a message there.
